In 2015, Cambodia’s Ministry of Agriculture, Forestry, and Fisheries (MAFF) launched the Agricultural Extension Policy. In order to improve the effectiveness and quality of agricultural extension service, the policy stressed the need to develop and implement the monitoring, evaluation, and learning (MEL) system at all levels throughout the country. However, the MEL system and evaluation guidelines have not existed yet after the launch of the policy.

To contribute to the policy, this Plan B project develops a practical, user-friendly evaluation manual for extension professionals involved in evaluating extension program in Cambodia. The effort to develop the evaluation manual is based mainly on the literature review and available evaluation guidelines of major funding agencies and experts, and other evaluation resources. Inputs from the committee members who are well-versed in the field are incorporated into the manual. The project is divided into two parts. Part I is the literature review, and part II is the evaluation manual. The manual consists of four chapters. Chapter 1 introduces basic principles of program evaluation; chapter 2 focuses on understanding the program, developing a logic model and using it as guide to evaluation; chapter 3 introduces the steps in doing program evaluation; and chapter 4 is dedicated to how to write an evaluation proposal.
