Job Description Greenspace Manager

GENERAL SUMMARY:

Supervisor manages the Landscape and Greenspace Maintenance Department. The Supervisor plans and implements tree and flower programs and related forestry and horticultural projects throughout the City of Frankenmuth. The Supervisor directs the work of at least 6 or more part time employees or other fulltime employees or their equivalent. Also, the individual operates light and heavy equipment and provides general labor in support of a wide range of public works projects as operational needs demand.

SUPERVISED BY: Department of Public Works Superintendent.

SUPERVISES: Employees assigned to landscape or green-space maintenance duties including: Regular Full Time, Part Time, Seasonal, Contracted Employees and Community Services Workers. Position may also be required to supervise employees in non-landscape and green space maintenance capacities as directed by DPW Superintendent.

Project Implementation

  1. Oversees annual landscape planting and
  1. Provides technical expertise for general landscaping, forestry and horticulture issues. Inspects trees and plantings for health, troubleshoots and diagnoses problems, prescribes solutions and recommends outsourcing as
  1. Directs planting, pruning and removal of trees for the City. Reviews the work of contracted professionals for quality and performance
  1. Administers the bid and procurement process for materials and supplies according to established purchasing and budgetary procedures. Develops specifications and inspects plants, trees, flowers, and related equipment and supplies for compliance. Provides written cost projections and estimates for use in budget development and capitol planning for related City departments. Completes and submits annual budget for department

 

General Management

  1. Designs, plans and implements a progressive program for flowers, trees and ornamental plantings throughout the City. Selects and installs plantings, establishes care regimens and develops maintenance schedules. Oversees and participates in the ongoing maintenance of
  1. Designs, installs and maintains irrigation systems to serve the City's parks and landscaped or flowered
  1. Responds to public inquiries and internal requests constructively; refers complaints or complex issues to the Superintendent and otherwise represents the department in a positive
  1. Completes written plans, work logs, purchase orders and other related paperwork supporting the activities of the department. Maintains records, establishes databases, inventories and other systems as appropriate, and prepares reports. Maintains orderly and organized office
  1. Recommends hiring and firing of direct reports. The Supervisor suggests and recommends the hiring, firing, advancement, promotion or any other change of status of other
  1. Manages and plans year-round work schedules for greenspace and landscape personnel in cooperation with other department heads as needed. With direction from the DPW Superintendent, schedules and directs maintenance activities of part time and full time maintenance employees as well as non-maintenance employees as needed for the maintenance of landscape/green space/parks areas.
  1. Submits written budgets for all areas of responsibility to the DPW Superintendent, recommending staffing levels, purchasing needs and other related
  1. Writes and submits grants on behalf of landscape, forestry projects and operations within the City. Administers programs to satisfy grant requirements and provides required reporting for
  1. Adheres to all applicable safety procedures while operating equipment and tools for working in dangerous situations. Participates in safety training, attends safety meetings and other meetings. Understands and follows MI-OSHA and MDOT working procedures and requirements. Serves as a role model and manages employees in a safe manner, in coordination of established and required safety practices.

 

Miscellaneous

  1. Interacts with the DDA Director, the Parks & Recreation Director and the City Clerk for landscape planning and maintenance activities. Advises on best practices for landscape
  1. Works cooperatively with other staff department heads including representatives of the City Beautification committee and Tree Committee to draft press releases and related communications tools. Supervisor may implement non-greenspace seasonal decorations planning and installation as
  1. Recruits and coordinates program volunteers. Provides training on plant, tree and flower care, assigns and prioritizes work and reviews activities to ensure proper
  1. Participates as an ex-officio member of the City Beautification Committee and City Tree
  1. Other assignments as identified by approved by the DPW

 

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND MINIMUM QUALIFICATIONS:

  • Minimum educational attainment of Bachelor's Degree in Horticulture, Landscape Architecture, Plant Science, Arboriculture, Turf or a related field; the City will consider candidates with a mix of a lesser degree and/or no formal degree and strong work history and
  • Required training includes a minimum of three years of experience and/or training in a position specific or related
  • Within six (6) months of employment must obtain a Commercial Pesticide Applicator's License which must be maintained for duration of
  • A Michigan vehicle operator's license is required
  • Knowledge of the procedures, practices, materials and equipment utilized in performing the duties listed
  • Knowledge of public and employee safety practices to minimize injury and property damage at City
  • Skill in operating and maintaining the necessary equipment used in landscaping and grounds
