The City of Houston seeks a qualified individual to serve as a subject matter expert on pedestrian-bicycle and multi-modal transportation planning in order to effectively implement the principles of complete streets and multi-modal transportation planning through the planning, design, and development review processes. The Planner Leader (Planner IV) will supervise and manage the development and implementation of the Houston Complete Streets & Transportation Plan (HCSTP), the Houston Bike Plan, and the Major Thoroughfare and Freeway Plan (MTFP).
Duties include:

  • Supervise the development of Subregional Mobility Planning Studies, Livable Center Studies, and other planning studies/reports;  
  • Oversee regular updates to the HCSTP, the Houston Bike Plan, and the MTFP;
  • Develop and manage the planning and coordination of bicycle and pedestrian projects/programs;
  • Coordinate with implementation partners on various plans, projects, and programs;
  • Manage the development and implementation of successful grant applications and related documents (required reports, budgets, specific inquiries, etc.) to the appropriate funding agencies;
  • Lead community input/outreach efforts for multiple planning projects and programs; and
  • Coordinate and present to elected officials, the Houston Planning Commission, citizen groups, and staff from partnering agencies.

The Planner Leader (Planner IV) must have the ability to communicate complex transportation planning programs, studies, and projects to a wide audience. The successful candidate must have demonstrated project management and leadership skills. The position works in a team environment and has responsibility as a mentor to junior staff.
The position is physically comfortable; Requires stooping or bending.  Occasional lifting, such as three or four reams of paper or books (up to 40 pounds or an equivalent weight) may be required. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

Requires a Master's degree in Urban Planning, Architecture, Civil Engineering or equivalent formal training in a recognized field of specialization that is directly related to the type of work being performed.
Four years of progressively responsible planning experience are required. Professional planning experience may substitute for the education requirement on a year-for-year basis.
Valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
