DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston seeks a qualified planner with a background in multi-modal transportation planning and land development to assist with incorporating principles of complete streets and transportation planning into the development process. The Senior Planner (Planner II) will support the development, management and implementation of the Houston Complete Streets & Transportation Plan, the Major Thoroughfare and Freeway Plan (MTFP), and the Houston Bikeways program.
 
Duties include:

  • Assisting with annual updates to the MTFP;
  • Support Development Services Division, agencies, and the public with information and research regarding the MTFP and Complete Streets;
  • Researching and understanding best practices in transportation planning;
  • Assisting and participating in interagency planning activities such as Sub-regional Mobility Planning Studies, Livable Center Studies and other planning studies;
  • Assisting with the planning and coordination of bicycle and pedestrian projects/programs;
  • Conducting community input/outreach efforts for multiple planning projects; and
  • Coordinating with elected officials, citizen groups, and staff from partnering agencies.

 
The Senior Planner (Planner II) must be proficient in GIS and able to assist with updates to transportation systems databases. Experience with graphic programs such as Adobe InDesign and Illustrator is preferred. The ability to communicate transportation planning programs, studies, and projects to a wide audience is necessary. The position works in a team environment and has some responsibility as a mentor to junior staff.
 
WORKING CONDITIONS
The position is physically comfortable; Requires stooping or bending.  Occasional lifting, such as three or four reams of paper or books (up to 40 pounds or an equivalent weight) may be required. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM EDUCATIONAL REQUIREMENTS 
Requires a Master's degree in Urban Planning, Architecture, Civil Engineering or equivalent formal training in a recognized field of specialization that is directly related to the type of work being performed.
 
MINIMUM EXPERIENCE REQUIREMENTS
Two years of progressively responsible planning experience are required. Professional planning experience may substitute for the education requirement on a year-for-year basis.
 
MINIMUM LICENSE REQUIREMENTS
Valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).

PREFERENCES      
Previous background (knowledge/experience) in multi-modal transportation is highly preferred. Demonstrated understanding of land development and subdivision platting requirements; Excellent written & verbal communication skills; Strong attention to detail; Proficient in ArcGIS, Adobe InDesign and Illustrator, and Microsoft Office; Demonstrated time management & organizational skills; Excellent problem-solving and analytical skills; Demonstrated ability to manage multiple projects under tight deadlines; Adapts well to changes; Demonstrated success working with diverse clientele. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
