Save the date: Planning & Zoning Center to host 9th annual Zoning Administrator Certificate Program
Since 2009, the MSU Planning & Zoning Center (PZC) has held the Zoning Administrator Certificate (ZAC) Program. The next Training Program will take place in Plymouth at the Hilton Garden Inn, Feb. 15-16, 2017.

Since 2009, the MSU Planning & Zoning Center (PZC), a part of the MSU Land Policy Institute, has held the Zoning Administrator Certificate (ZAC) Program. The certificate-based training is recommended for all new and current Zoning Administrators, along with private consultants and county planners who consult with local zoning administrators. The next Training Program will take place in Plymouth at the Hilton Garden Inn, Feb. 15-16, 2017. This is a major change in format as previously the program was held three full days and now, in 2017, it will only be held for two full days.
Zoning administrators make up the majority of participants attending the training, and all should attend this program at some point in their career. However, this event has attracted private consultants, State agency staff, local elected officials and county planners who consult with zoning administrators. It has even attracted some unexpected participants who may have unexpectedly taken on the responsibility of the zoning administrator, due to lack of staff and funding at the local or county levels.
The rigorous training requires (17 hours of instruction) a substantial time commitment, which includes completion of eight modules leading to a certificate for those that pass an exam associated with each module. The program also provides techniques for doing zoning administration in ways that reduce legal risks to the zoning administrator and their community.
To be eligible for a certificate upon completion of this program, participants will need to have also completed the MSUE Michigan Citizen Planner Program, either classroom-based or web-based (or be AICP (American Institute of Certified Planners) certified) and successfully pass a multiple choice examination. In addition to the web-based version, which can be taken at any time, there are multiple Michigan Citizen Planner classroom courses being offered prior to the 2017 ZAC Program that will make acquiring that prerequisite easier and timely. Michigan Citizen Planner Program Training Opportunities
Last year, the MSUE Michigan Citizen Planner offered a webinar-based Fundamentals of Planning & Zoning Program specifically for participants in the 2016 Zoning Administrator Certificate Program. Due to its popularity, the MSUE Citizen Planner team is offering it to ZAC participants (and others) again. Yes, there are other valuable opportunities to satisfy the prerequisite, but this may be the easiest option. The training will take place weekdays 1-4 p.m. Jan. 23-Feb. 6, 2017. Registration for this special program will be available when the 2017 ZAC Program registration opens.
Citizen Planner web-based (live webinar presentation format viewed conveniently from your work or home computer) and online-based programs are available as follows:
- Citizen Planner on the Web (live webinar presentation): Sept. 20, 2016. Locations TBD, registration opens in early September.
- Michigan Citizen Planner Online: A three-part series of courses, which together compose the full Michigan Citizen Planner course. Registration and course information are available online.
