Raul Boccone has a degree in chemical engineering from the Univ. of Uruguay and post graduate studies at Univ. of Cincinnati. He is very active in Regional Trade Negotiations and has participated as the chief negotiator for Uruguay at MERCOSUR/SGT3 Working group on "Technical regulations and conformity assessment"; the Free Trade Zone of the Americas (FTAA) working group on market access on "Technical Regulations and conformity" and The MERCOSUR-European Union Bilateral Negotiations Committee. He is also the former Director of Technology of the Technological Laboratory of Uruguay (LATU). He has ample international consulting experience and has worked as a consultant in several countries including Chile, Kenya, Nicaragua, Vietnam, Ecuador, Paraguay, Mexico, and Belgium among others and has worked with international organizations such as the United Nations Industrial Development Organization (UNIDO), the Panamerican Health Organization, FAO and the World Health Organization.
