Abstract: Based on the basic factors of water resources, including water quantity and quality, the connotations and functions of water resources are further expanded for the multivariate system of water resources carrying capacity and the concept of carrying capacity is proposed from the quantity, quality, space and flow of water resources. According to the subject and object of water resources carrying capacity, a fundamental set of influence factor is structured from water resources, social economy and ecological environment system. A multi-layer, multi-factor, ability-load bi-directional diagnostic index system of water resource carrying capacity, composed of target layer, element layer, characterization layer and index layer, is constructed. The key diagnostic factors of water resource carrying capacity are identified from the four factors of quantity, quality, domain and flow by entropy weight method and DEMATEL method.
