Abstract: Micro-credit loan is crucial part of pastoral development policy. Rangeland institutional reforms have impact on how herders engage with microcredit loan. Many herders are trapped in a cycle of indebtedness due to failure of market-based institutional reforms. Institutional contexts and its fitness to changing social-ecological system shape the functions of credit loan.
