Abstract: Ecological economic development has become an important concept of regional development, and the ability to build a sound ecological economic system is an important criterion for measuring the competitiveness, attractiveness and innovation of the region. The Earth is the only planet in the vast universe that human beings can survive. After millions of years of historical changes, human beings rely on the natural resources of the earth to prosper, but with the advancement of human civilization, many means have been used to overexploit and irrational use of existing resources. The ecosystem has caused serious damage and increased environmental pollution, which in turn has affected economic development. Therefore, vigorously strengthening environmental protection and maintaining the balance of the ecosystem have become a common topic of global concern. This paper is to establish a new economic value estimation model (EVIW model) for assessing the economic value of water used for crop irrigation, especially in acid areas lacking water resources. First of all, EVIW model is well proposed by improving the research models of previous researchers. Then, an empirical study based on the data of Yanqi Basin is conducted to elaborate the whole process of estimation. Subsequently, in order to verify the accuracy of the EVIW model, the economic value of irrigation water in study area is estimated for a second time by using Benefit Sharing Coefficient (BSC) Method. It's concluded that the estimated results of EVIW model are in good agreement with those of traditional Benefit Sharing Coefficient Method. The estimation results of the economic value of irrigation water are highly acceptable in terms of accuracy and scientificalness.
